El director del Instituto Nacional de Reforma Agraria (INRA), Eulogio Núñez, denunció este miércoles que durante el gobierno de Jeanine Áñez se pretendió beneficiar a la familia Marinkovic con más de 27.000 hectáreas de tierras fiscales.
El funcionario explicó que una parte de esas tierras corresponde al predio “Tierras Bajas del Norte”, ubicado en el municipio de San José de Chiquitos, y la otra, a la “Laguna Corazón”, situada en el municipio de Ascensión de Guarayos.
Recordó que en el primer caso el INRA inició el proceso de saneamiento de esas tierras en 1998 y hasta 2019 siempre se mantuvo en su decisión de reconocer solo una superficie de 5.000 hectáreas como propiedad de una empresa agropecuaria de la familia Marinkovic que opera en el lugar.
Pues “todos sabemos que en Bolivia hemos ido a un referendo sobre el latifundio, se preguntó si la propiedad máxima (que se iba a reconocer) era 10.000 o 5.000 hectáreas y el pueblo, con su voto, dijo 5.000 y en ese marco, el INRA siempre se mantuvo en esa posición técnica jurídica; sin embargo, durante el gobierno de facto, se pretendió reconocer una superficie total de 21.839 hectáreas y, en este caso, afectando al Estado con una superficie de 16.839 hectáreas, que deberían haber sido declaradas tierras fiscales”, detalló.
Mientras, en el segundo caso, es decir, el predio Laguna Corazón —que es de otra empresa agropecuaria de los Marinkovic— el INRA inició el saneamiento de tierras en 2000 e igual hasta la gestión 2019 se mantuvo en su determinación de reconocer solo 2.279 hectáreas.
Pero “durante el gobierno de facto también se pretendió reconocer una superficie total de 12.481 hectáreas afectando al Estado con una superficie 10.207 hectáreas, que se deberían declarar fiscal”, añadió.
Entonces —de acuerdo con Núñez— durante el gobierno de Áñez “se pretendió beneficiar a estas dos empresas, que pertenecen a la familia Marinkovic, con aproximadamente con 27.000 hectáreas (27.046 ha) sujetas a ser declaradas fiscales conforme a la normativa agraria y la Constitución Política del Estado”.
Por ello, “hoy el INRA ha notificado al Viceministerio de Tierras con las resoluciones finales de saneamiento de (esos dos) predios; las notificaciones ya se ejecutaron y bueno ahora dejamos en manos del Viceministerio para que pueda investigar o presentar demandas si es que considera pertinente y si es que se evidencia que hay irregularidades” en el marco del nuevo Decreto Supremo 4494, emitido el 21 de abril de este año con la finalidad de optimizar los procedimientos agrarios, apuntó.
