La llegada al gobierno del régimen de facto de Jeanine Añez, en noviembre de 2019, fue el inicio de una serie de irregularidades que se cometieron no sólo en las reparticiones del Estado, sino principalmente en las compañías públicas como la Empresa Nacional de Telecomunicaciones (Entel), con un daño económico de Bs 5,8 millones.
Según el Ministerio de Obras Públicas, Servicios y Vivienda, en la pasada gestión (2020), la telefónica estatal sufrió un notable deterioro económico causado por la pésima administración del gobierno de facto y la pandemia, provocando la caída del 45% de sus utilidades a comparación de 2019.
Con la designación de Elio Montes Chávez y Eddy Luis Franco como gerentes generales de Entel del gobierno inconstitucional, la empresa de los bolivianos se vería afectada por una serie de actos de corrupción, gastos dispendiosos, innecesarios y otros.
Como un hecho histórico, el 1 de mayo de 2008, en el gobierno del entonces presidente Evo Morales se concretó la nacionalización de Entel en el marco del Decreto Supremo 29544, empresa que en el gobierno de Gonzalo Sánchez de Lozada fue privatizada. Trece años después, se convirtió en la firma pública líder de las telecomunicaciones del país, con altos índices de rentabilidad.
