El exdirector de la Agencia Nacional de Hidrocarburos general en retiro Luis Fernando Valverde Ferrufino fue enviado este jueves a la cárcel por la acusación de haber participado y dirigido el operativo militar-policial que dejó 10 muertos y decenas de heridos por impactos de bala en noviembre de 2019 en Senkata, El Alto. Es el segundo militar en la cárcel por este caso.
En una audiencia virtual de medidas cautelares, Valverde Ferrufino fue enviado por seis meses a la cárcel de El Abra, Cochabamba, de donde es oriundo. Es acusado por delitos de asesinato, homicidio y lesiones graves y leves.
El representante de las víctimas David Inca informó de la detención preventiva del militar retirado y explicó que la audiencia cautelar debía instalarse en febrero, tras la imputación, pero se la aplazó por problemas de salud del acusado.
Además de civiles, los testimonios de un militar y los informes operativos firmados por un coronel y un general acusan al general en retiro de haber formado parte y liderado el operativo en Senkata que “abrió fuego contra la población civil” con el saldo de muertos y heridos, según la imputación de la Fiscalía.
Según el documento de imputación de febrero, “arrojándose atribuciones que no le correspondía en su condición de Director Ejecutivo de la ANH quien solo tenía tuición sobre personal civil de esta institución, ordenó y lideró el retorno de seis mecanizados blindados de las FFAA (tanquetas) con personal militar a la Planta de Senkata, donde conjuntamente a otros efectivos militares de alto rango y bajo conocimiento de exautoridades del Órgano Ejecutivo; se valieron de aquellos extremos para abrir fuego contra la población civil”.
El 19 de marzo también fue enviado a la cárcel, esta vez de San Pedro, el comandante de la División Mecanizada del Ejército general Franco Orlando Suárez Paz por la acusación de homicidio, lesiones graves y leves, dentro de la denuncia asentada en El Alto por la muerte de 10 personas y decenas de heridos en noviembre de 2019 en Senkata.
Inca informó que este proceso planteado en diciembre de 2019 solo tiene hasta el momento a dos acusados en la cárcel.
“Estamos a la espera de que sean convocados los exministros que han firmado el decreto 4078, porque tras su aprobación hubo 10 muertos y más de 40 heridos, entre ellos seis mujeres”, sostuvo en referencia al decreto -posteriormente anulado ante la presión interna y externa- que eximía de responsabilidad penal a los militares que participan de operativos de restablecimiento del orden.
En Senkata, vecinos y sectores sociales tendieron un cerco a la planta de hidrocarburos de la zona en apoyo al expresidente Evo Morales. Los militares y policías intervinieron la protesta con el saldo de muertos y heridos.
