Con las últimas decisiones del Congreso de rechazar un adelanto en las elecciones, mientras, en paralelo, avanza la militarización del conflicto decretada por la presidenta Dina Boluarte, las fuerzas sociales del conservadurismo acabaron la confección de un régimen post-democrático.
Es decir, ya no solo hablamos del derrocamiento parlamentario contra el presidente elegido por voluntad popular, sino propiamente del establecimiento de un régimen autoritario sin legitimidad de origen: una dictadura.
La fuerte represión que ya ha provocado más de veinte muertes, así como los discursos de criminalización contra las manifestaciones pacíficas, ofrecen un perfil dictatorial a un ejecutivo que presume de interino por tres años pero que no tiene legitimidad mínima para perpetuarse.
“El conservadurismo peruano se debate entre si ir a unas elecciones condicionadas y entregarle el poder nuevamente al fujimorismo o quedarse sosteniendo a Boluarte por este largo período”.
Estas jornadas de protestas contundentes, masivas y multiplicadas por todo el país han obligado al gobierno de facto a develar que el derrocamiento de Castillo no es solo un acto legislativo, sino que tiene un soporte militar que se va desplegando en la medida que la ciudadanía protesta en contra de un régimen represor que, además, tiene como fecha de caducidad un lejano 2025.
El fujimorismo
La situación se complejiza debido a que los sectores de derecha radical configurados en el fujimorismo pueden querer elecciones anticipadas en las que, sin la competencia del presidente destituido Pedro Castillo, Keiko Fujimori pueda acceder por fin a la Presidencia, después de perder dos vueltas en 2021 ante Castillo.
De esta manera, el conservadurismo peruano se debate entre si ir a unas elecciones condicionadas (con las izquierdas judicializadas) y entregarle el poder nuevamente al fujimorismo, que siempre ha sido su sector más extremo aunque muy desacreditado, o quedarse sosteniendo a Boluarte por este largo período.
Pero los niveles de rechazo al Congreso, que es desde donde se toman las principales decisiones en materia de conducción del país, se van incrementando y cualquier candidatura que enarbole la bandera de “cerrar el Congreso”, la controvertida medida de Castillo, puede ganar las siguientes elecciones.
Sin embargo, un escenario de este tipo, electoral, no se espera tan pronto. Varios actores políticos han alertado que 2023 es un año clave para Perú en materia de contratos de exploración y explotación de diferentes recursos con empresas extranjeras.
“Para preparar el escenario de persecución, la maquinaria mediática, incluyendo la internacional, ha resucitado los métodos de la guerra fría para acusar a los manifestantes de vándalos”.
Si el actual Congreso tiene el control político y el apoyo de las Fuerzas Armadas, seguramente los legisladores que componen mayoría van a sentirse con capacidad de atravesar el año entrante –lleno de acuerdos y firmas a largo plazo con empresas extractivistas– sin tener que ceder en convocar nuevas presidenciales.
Con el control del Congreso y las Fuerzas Armadas, le basta a la oligarquía limeña para mantener el poder y acrecentar la persecución policial y la represión militar.
‘Terruqueo’ como forma de gobierno
Para preparar el escenario de persecución, la maquinaria mediática, incluyendo la internacional, ha resucitado los métodos de la guerra fría para acusar a los manifestantes de “vándalos”.
El ‘terruqueo’ es la forma como se le llama en Perú a la criminalización por razones políticas. Con sectores populares protestando, han vuelto a recordarse en los medios del ‘establishment’ las siglas del extremista Sendero Luminoso para relacionar a los manifestantes con el terrorismo.
Alineados a este nuevo escenario impuesto por la derecha peruana, variados medios internacionales han pasado no solo a reconocer el derrocamiento del presidente elegido por voluntad popular, sino también a legitimar las masacres que están ocurriendo y las que podrían ocurrir si los poderes fácticos no ceden a las demandas democráticas de su población.
Lo único que podría modificar este panorama es la fortaleza de los actores movilizados, algo que se conocerá los próximos días.
