Consultado sobre el acceso al mar para Bolivia en CNN, el presidente de Perú, Pedro Castillo, afirmó que esa reivindicación es un clamor del pueblo boliviano.
En entrevista con Fernando del Rincón, Castillo admitió que en un evento —en mayo de 2018— apoyó una salida al mar para Bolivia cuando ni pensaba ser candidato a Presidente, por lo que ahora cualquier decisión debe ser consultada a su pueblo.
“Es un clamor de Bolivia, lo dije en ese evento. No lo dije como presidente. Es una idea. Pero ahora le consultaremos al pueblo. Para eso se necesita que el pueblo se manifieste. Si el Perú está de acuerdo… jamás haría cosas que el pueblo no quiera”, aclaró el Primer Mandatario peruano.
En esa línea, aseguró que su Gobierno realizará lo que “los pueblos claman”.
Agregó que se debe “vivir” las fronteras para conocer las “grandes necesidades”.
“Haremos lo que los pueblos claman. Lo que los pueblos necesitan, lo que los pueblos quieren. El problema es que históricamente hemos estado metidos en el tema de frontera”, sostuvo.
“Si usted es boliviano, peruano o mexicano no tenemos nada que ver, pero acá hay un límite. Si ambos somos de carne y hueso y tenemos las mismas necesidades”, complementó.
En 1825 Bolivia nació a la vida independiente con una costa de aproximadamente 400 kilómetros sobre el océano Pacífico. 54 años después, en 1879 Chile invadió y ocupó por la fuerza el territorio del Departamento del Litoral, desde entonces privó a Bolivia de un acceso soberano al mar y un territorio de alrededor de 120.000 km2.
En 1829 se creó la Provincia del Litoral y en 1867 se constituyó como Departamento con una superficie de aproximadamente 120.000 km2, delimitado al norte por el río Loa (que marcaba la frontera con el Perú) y al sur por el río Salado (fronterizo con Chile) más allá del paralelo 25º.
El Litoral boliviano contaba con los puertos de Antofagasta, Cobija, Tocopilla y Mejillones y las poblaciones interiores de Calama y San Pedro de Atacama, según la reseña del Libro del Mar.
